Vogue Early Ink Spot Tag Taffeta Clown Outfit with Hat (What Doll Does it Fit?)

This is an early Vogue Clown Suit and Hat.  It has the 1940's "Ink Spot" Vogue tag attached to the back of the Clown Suit by the collar area.  The suit is made from a silky taffeta and closes with a hook and bar.  There is a ruffle tulle collar and 2 poms on the front.  The colors have probably faded from the original - - - now they are light pink and light gray-blue.  There is some very light staining on the front near the poms (see detail photo - hard to see) and there is a small hole on the bottom of one of the legs (see detail photo).
The hat matches the suit and I replaced the elastic chin strap with a new one.  The hat has a pom on top.
I don't know what doll this outfit went with.  It seems to be too large for a 7-1/2" Ginny.  I have shown 2 photos with a measure so you can judge size.  Perhaps you know a lot more about this early Vogue outfit than I do!!!
